GENERAL POLICY ON APPOINTMENTS

 

All appointments in the career service shall be made only according to merit and fitness to be determined, as far as practicable, by competitive examination. A non-eligible shall not be appointed to any position in the civil service whenever there is a civil service eligible actually available and ready to accept appointment. (Sec. 26, Book V, Exec. POLICY ON TRANSFER OF LEAVE CREDITS

 

“When an employee transfers from one government agency to another, he can either have his accumulated vacation and sick leave commuted or transferred to his new agency. The second option can be exercised as a matter of right only by an employee who does not have gaps in his service. However, a gap of not more than one (1) month may be allowed provided same is not due to his fault. The option to transfer accumulated leave credits can be exercised within one (1) year only from the employee’s transfer to the new agency.” (Sec. 47, Book V, Exec. Order No. 292)

POLICY ON VACATION SERVICE CREDITS OF TEACHERS

 

“Teachers’ vacation service credits refer to the leave credits earned for services renederd on activities during summer of Chistmas vacation as authorized by proper authority. These vacation sercie credits are used to offset absences of a teacher due to illness or to offset proportional deductionin vacation salary due to absences for personal reasons or late appointment. The manner by which service credits may be earned by teachers is subject to the guidelines issued by the DECS.” (Rule XVI, Sec. 9, Book V, Exec. Order No. 292)

GENERAL POLICY ON TERMINAL LEAVE

 

Refers to money value of the total accumulated leave credits of an employee based on the highest salary rate received prior to or upon retirement date/voluntary separation. (Rule I, Sec. 2 (p) (12), Rules implementing Book V, Exec. Order No. 292)

   
 

Terminal leave is applied for by an official or employee who intends to sever his connection with his employer. Accordingly, the filing of application for terminal leave requires as a condition sine qua non, the employee’s resignation, retirement or separation from the service. It must be shown first that public employment cease by any of the said modes of severances.” (Sec. 35, Book V, Exec. Order No. 292)
